TikTok Ads Manager: Setup, Budgets and How It Works
TikTok Ads Manager is where you build and run TikTok ads. How to sign up, the $50 campaign and $20 ad group minimums, account review, and what you can't change.
TikTok Ads Manager is TikTok's platform for building, running and measuring ads. TikTok says it "provides tools for you to create ad campaigns, manage ad resources, monitor data, and optimize your advertising." You sign up at ads.tiktok.com, enter your business and payment details, and TikTok reviews the account, usually within a day. Campaign budgets have to exceed $50, and ad group budgets $20.
We read TikTok's Ads Manager help articles and its 2026 getting-started guide on October 24, 2026.
About 301,000 people search "tiktok ads manager" each month, up 14% in recent months, and 27,100 search for its login.
How do you set up a TikTok Ads Manager account?
TikTok's June 2026 steps for self-serve advertisers:
- Open the Advertising on TikTok sign-up page.
- Create a login with an email address or phone number, and set a password.
- Agree to the terms, click Sign Up and enter the code TikTok sends you.
- Fill in your business details: country or region, industry, legal business name, time zone, phone number and currency.
- Agree to the terms and click Register.
- Add your billing details, which can include your address and tax information, and choose a payment method.
- Click Go to Ads Manager.
Your account then goes to review on its own. "Most account reviews take less than 24 hours," TikTok says. You can build a campaign in the meantime. TikTok's catch: "your ads won't run until your account is approved."
Use your real legal business name. If it doesn't match your actual business, TikTok says the account "may not be approved."
What can't you change after setup?
Four things. "You won't be able to edit the timezone, region, business name, and currency of your ad account once it's been created," TikTok says. Only customer support can help with those. So check them twice before you click Register.
How much do TikTok ads cost?
You set the budget, and TikTok sets the floor:
| Budget | TikTok's minimum |
|---|---|
| Campaign, daily or lifetime | More than $50 |
| Ad group, daily | More than $20 |
| Ad group, lifetime | $20 times the number of days |
TikTok Ads Manager help, "About budgets for ads in TikTok Ads Manager" (July 2026), read October 24, 2026.
So a 31-day ad group on a lifetime budget needs at least $620. Once an ad group spends its budget, delivery pauses until you raise the budget or extend the schedule.
A few rules from TikTok's budget pages:
- Budget types are locked. You can change the amount after launch. The type itself stays, since you "cannot switch between budget types."
- Grow slowly. In the learning phase, raise the budget by no more than 40% at a time, and by no more than 30% after it.
- Keep the campaign above the ad group. A campaign budget lower than its ad group's "can cause delivery issues."
- Or set no cap. The simplest campaign setting is No Limit, which TikTok says won't hold back the search for an audience.
You bid at the ad group level. With Target Cost per Result, a bid set too low can leave budget unspent. Maximum Results needs no bid.
How are TikTok ads organized?
Ads Manager has three levels: campaigns, ad groups and ads.
- Campaign: pick your objective. TikTok groups objectives into Awareness, Consideration and Conversion.
- Ad group: decide who sees it, where and when. You can target by location, demographics, interests and behaviors, choose placements and set a schedule.
- Ad: choose an identity and a format: single video, carousel or collection. Your display name has to match the brand, product or company you're promoting.
Each ad group holds up to 50 ads, with exceptions for Reach and Frequency buying, Smart Creative and split tests. Every ad goes through TikTok's review after you submit it.
What's in the Ads Manager menu?
Four main tabs, per TikTok's June 2026 overview:
- Dashboard: spending, key metrics, alerts and insights at a glance
- Campaigns: every campaign, ad group and ad you've made
- Tools: Events, Creatives, Audiences, Catalogs, Comments and Instant Pages
- Analytics: custom reports, templates and scheduled reports
What is Smart+ in TikTok Ads Manager?
TikTok calls Smart+ its "portfolio of AI and automation solutions" inside campaign setup. It covers Smart+ campaign budget, targeting, automatic placement and catalog ads. Each piece can be switched on or off. Turn all of them on and TikTok calls it a Smart+ setup.
Ads Manager, Promote or Business Center?
| Tool | Best for |
|---|---|
| Promote | Boosting one of your posts from the TikTok app |
| Ads Manager | Full campaigns with objectives, targeting, bidding and reports |
| Business Center | Managing several ad accounts, people and payments |
TikTok's 2026 guide suggests Business Center if you're "managing multiple ad accounts." Ads Manager itself only needs a TikTok for Business account.
