A Public Profile is where you publish to people who aren't your friends. Snap says it lets you share "Stories, Lenses, and more to the wider Snapchat community." People who follow a Public Profile are called subscribers, which is the word Snap's business pages use.
Who can have a Public Profile?
Snapchatters 16 and older. Snap says everyone has "a private profile by default," and "those who are 16+ can decide to use their Public Profile." Profiles of 16 and 17 year olds work a little differently from those of adults.
If you don't see one, Snap explains why. "Not every Snapchat account comes with a Public Profile." Being under 16 is one reason, and breaking Snap's rules is another.

What are the rules for growing a Public Profile?
Snap's Community Guidelines apply to every Public Profile. They ban "pay-for-follower promotions or other follower-growth schemes." Content shown "beyond the creator's friends or followers" also has to meet Snap's recommendation guidelines.
