SoundCloud has no rule against artists following each other, and repost swaps are long-standing practice. Bot-driven plays and follows are prohibited.
Reposts are the real currency here, not follows. A repost from a channel with a genuinely engaged audience puts your track in front of listeners, which is a mechanism the other platforms on this list don't have.

The same arithmetic applies on every platform. Engagement rate is your likes and comments divided by your followers, and traded followers add to the bottom of that fraction without touching the top. An account sitting at 10% can fall to 1% without a single real follower leaving.

Go slowly
Ten to twenty follows an hour looks like a person. Two hundred looks like software.
