Is it allowed on Spotify?

Spotify prohibits artificial manipulation of streams and engagement, and it actively removes streams it judges artificial. Following an artist isn't streaming, but the exchange communities usually drift into stream-swapping, which is squarely against the rules.

Does the follower number even matter on Spotify?

Very little. Spotify's editorial and algorithmic placement runs on save rate, completion rate and skip rate. Followers who never listen produce no saves and no completions, so they move nothing.

What it can cost you

Artificial streaming can get tracks removed and can put a distributor account at risk, and some distributors pass fines on to the artist.
