YouTube's Fake Engagement Policy prohibits it by name: offering to subscribe to a channel only if they subscribe back. The wording targets the offer, so posting it is the violation even if nobody takes you up on it.
Subscribers gate the Partner Programme, but they're only half of it. The main route also needs 4,000 valid public watch hours, and sub4sub subscribers watch nothing, so you arrive at the subscriber threshold no closer to monetisation.

The same arithmetic applies on every platform. Engagement rate is your likes and comments divided by your followers, and traded followers add to the bottom of that fraction without touching the top. An account sitting at 10% can fall to 1% without a single real follower leaving.
