Telegram has no equivalent policy against channel owners promoting each other, and enforcement of anything like this is minimal compared to the major platforms.
Subscriber count is the whole visible metric for a channel, and it's what people judge a channel by before joining. There is no feed algorithm rewarding engagement, so the number carries relatively more weight here.

The same arithmetic applies on every platform. Engagement rate is your likes and comments divided by your followers, and traded followers add to the bottom of that fraction without touching the top. An account sitting at 10% can fall to 1% without a single real follower leaving.
