Follower count is more visible on X than most places, and follow-back culture has been native to the platform since it was Twitter. It reads as less unusual here than anywhere else.

The same arithmetic applies on every platform. Engagement rate is your likes and comments divided by your followers, and traded followers add to the bottom of that fraction without touching the top. An account sitting at 10% can fall to 1% without a single real follower leaving.
