No rule prohibits mutual following. TikTok's community guidelines target spam and inauthentic engagement more broadly.

Does the follower number even matter on TikTok?

Less than almost anywhere. The For You page judges each video on how people respond to that video, so an account with 12 followers can pull a million views and a 50,000-follower exchange account can post into silence.

What it can cost you

Lower than Instagram for action blocks, because TikTok's follow limits are looser. The real cost is that you spent the time for a number the algorithm mostly ignores.
