Twitch explicitly prohibits artificially inflating follows, views or engagement. Follow-botting is named. Two humans agreeing to follow each other isn't the same thing, but the services that automate it are squarely banned.
Follows are one Affiliate requirement (50 of them), and the easiest one. The requirement that actually stops people is an average of 3 concurrent viewers, which no exchange can produce, because exchange followers don't watch streams.
Spamming F4F in other people's chat gets you banned from those channels fast, and it's the fastest way to build a bad reputation in a small community that remembers.

The same arithmetic applies on every platform. Engagement rate is your likes and comments divided by your followers, and traded followers add to the bottom of that fraction without touching the top. An account sitting at 10% can fall to 1% without a single real follower leaving.

Go slowly
Ten to twenty follows an hour looks like a person. Two hundred looks like software.
Don't mass unfollow
